Should zoos focus on native or foreign species?

This slightly leads to my previous Zoos in Africa thread.

Third world countries are starting to grow economically. I found out that there are many zoos across Africa, South America, and Asia. Zoos are going to possibly be built. But should these zoos focus on local/native species or should they attempt to become global and house exotic species?

My gut feeling would say to start off with native species and aspire to keep exotic species once the zoo has become established and successful.

A zoo should always attempt to create a global conservation message. But native wildlife is a great place to start because of its effect on local communities.
