USDA shut down with government funding

Very unfortunate, although I'm not terribly surprised right now.

Further cuts are expected throughout government soon, and I expect any federal funding related to wildlife or zoos is at high risk right now. Facilities and programs that rely on funding from government sources are hopefully already looking into alternative sources of revenue and donors for support them.
 
That document is from 2019, and it doesn't describe permanent cuts being made - it just designates what work continues and doesn't during federal government shutdowns.

That isn't to say there won't be significant cuts to USDA funding and/or operations in the near term - I suspect there will be - but the link you posted wouldn't be the evidence for that.

Apologies, I saw another source elsewhere and lost it. There are multiple statements showing it will be shut down.
