Whoever made that is making a lot of money from the number of hits it is getting, but I was not impressed.

Yes if you are a YouTube partner, which means that YouTube forwards some of their add revenue to you. You have to have a level of popularity before they'll let you partner, and if they find copyright issues you're likely to get booted fast. Unless you have a huge number of hits, it won't make you rich. Typical deal is 1000 unique user views = 1 US$, but it can vary quite a bit.

It's questionable if "Ylvis" are making money from this directly via YouTube hits, as the video is on TVNorge's Youtube channel, and they likely have contractual rights to use the material produced as part of their programs (Ylvis has a program on TVNorge).

It was my understanding that this was mostly to promote a TV show.

And I found it weird (in the best sense) and hilarious
 
When I got to about 5,000 hits on a video I got an email from U Tube asking if I wanted to earn money from advertising. I declined, but have heard it is something like $5,000 for a million hits. That site has over 22 million hits.
 
This song/video is currently my kids favorite. In fact, they had me record them doing their own version (without the cult masks and hip-thrusting dance moves).
