What is the worst state for zoos? U.S.A edition.

I’ve been wondering, what’s the worst state for zoos. So anyone got any ideas?
Oh first rules:
I won’t be counting states outside of the US just because I don’t want to be confused.
One bad zoo doesn’t mean it takes the whole state down.
I’m looking for a state which has not many zoos and well crappy zoos.
That’s the rules!

Wyoming has no zoos. At least none that I know of.
Wikipedia says there is one zoo called “Kindness Ranch Animal Sanctuary”. I’m not sure if there is any websites where you can look at zoos in a state but Wyoming is a contender for the worst.

EDIT: it seems it’s just a ranch... I guess Wyoming might be the worst but I want to see runner-ups too. Maybe we can make a list.

If you go to their website it seems to be a rescue of sorts for former research cats, dogs, horses and other domestic animals. It doesn't seem to be a place you visit to see different animals like a zoo.
 
So far we have a list of states:
1. Wyoming
2. Vermont
3. Maine
4. New Hampshire
5. West Virginia
6. Iowa
7. Idaho

I might need to research this further but if you would like to argue with me then you shall.

Literally the entirety of New England...

Idaho has very few zoos, Vermont almost none, New Hampshire almost none, Maine none that I know of...
 
Idaho zoos: Idaho falls zoo, Yellowstone bear world, zoo Boise, aquarium of boise, east Idaho aquarium, zoo Idaho, and big reds barn... Sorry if it looks like I rushed this because I did.
 
Simply having a zoo doesn't mean that a state can't be one of the worst zoo-wise;). Although if you're looking for the worst Wyoming is most likely. West Virginia is also lackluster for zoos, Oglebay is probably the best one and it's not a very large place.

True, but Vermont’s Leachy Center doesn’t really seem to meet the standards for a zoo. I will research this further and West Virginia as well...

EDIT: The Leachy Center seems to be an aquarium/museum. That’s at least better than a falcon sanctuary for zoo standards. (I meant saving birds of prey is great but zoowise isn’t really a zoo of sorts. Let’s not get into detail what is a zoo though.)
 
Oglebay seems to be on the level of Cape May County Zoo but I could be wrong. My thoughts on Cape May is better than Lehigh Valley but not as good as others. Above average.
