Honestly, I can't say that I've seen one yet which has left me thinking "this is the best otter enclosure in the world". They are challenging animals to keep in terms of preventing stereotypical behaviour and keeping them enriched but I think most zoos have made progress in improving their captive welfare.
I can tell you who my favourite otter in the world is though, a temperamental but loveable giant otter called "Princesa" kept at the Sorocaba zoo.

It’s a decent sized exhibit and looks outstanding. Saw it earlier this year.
