You havnt seen very many bad zoos then... This is far from ideal, but nothing screams animal abuse to me, just an outdated grotto. It looks well fed, it has both indoor and outdoor areas, it has a pool and numerous enrichment toys. This is how most bears are housed behind the scenes at most western zoos and sanctuaries, if not used as primary exhibits.
