US and hummingbird laws are strange. They’re technically not allowed to be wild-caught, but there’s a permit for everything in US law and zoos can get exceptions easily. The same is true, even when importing species from other countries: even if not allowed by local laws, zoos are usually an exception. I believe (though have no proof to suggest one way or another) the hummingbirds for San Diego’s new exhibit should be coming from Jamaica, and I know another facility working on an import of hummers from there.I wouldn't have thought that would be allowed under American wildlife laws?
