I just checked thie article and it is not from the Chiba city zoo.

Rather more interesting in the article than just "some macaques escaped from the zoo" is that foreign Rhesus Macaques are established in this part of Japan and there are fears that the native Japanese Macaques (the ones which escaped from the zoo) will interbreed and create a hybrid population.
