I recently discovered that Elmwood Park Zoo has a master plan and I love me a master plan, so I thought I'd post about it. If you have further information about the master plan, I would love to know about it!
Here's the info I've gathered:

Birds of Paradise
There will be a new indoor holding area, allowing space for new species. It will have a new façade, including a living wall.

Area across the path from Birds of Paradise
This will have new exhibits for North American River Otter, North American Porcupine, and Bobcat. Other small animals will include crayfish, wood beetles, carpenter ants, and rabbits.

Current Wetlands area
This whole area will be redone into a straight path (instead of a loop). It will mostly be waterfowl, but there will also be an aviary and a new exhibit towards the back. I assume it will be for the alligator.

Expansion to Stony Creek
There is going to be a bridge to the other side, taking you to a replica of a hunter's shack. Animals in this area will be Cougar, Western Ratsnake, Diamondback Terrapin, Grizzly Bear, Red Fox, unspecified rodent, unspecified salamander, Gray Wolf, and Fox Squirrel.
 
What about the tiger exhibit? Has it been scrapped or are they going to eventually build it later down the line?

They also have a separate website for the master plan, but it seems that it's no longer public.

Since this was posted, they have acquired some of the species for the aviary and they are currently behind the scenes. The future residents (in addition to the Blue-and-yellow Macaw and Yellow-crowned Amazon) will be Linnaeus's Two-toed Sloth, Plush-crested Jay, Scarlet Ibis, Sunbittern, Red-footed Tortoise, and possibly Black-bellied Whistling Duck.
