the crowdfunding event has started, the goals include paying up for the pygmy hippopotamus enclosure expansion, making a new shoebill enclosure, and investing in the conservation of amami spiny rats and miyako grass lizards.

It’s been a while since it happened but the crowd funding has been over for a few days and the park was able to reach their 3 main goals. There still isn’t any information on when the new shoebill exhibit and the action for the spiny rats and grass lizards.
 
The park will exchange manul cats with Higashiyama zoo. El will be replaced with Lev for breeding purposes. Despite his status as a founder Lev sired at least five offspring do he is well represented.

It seems to be going quite well with Pallas' cats in Japan!

The species does work and fit somewhat well with the climate in parts of Japan. Further some other Himalayan plateaux species like red panda and snow leopard are frequently held (as is goral and serow) in Japanese zoos too. On top, I do not think that Pallas' cat / manul are quite yet the husbandry wise easy species to work with, they are quite delicate that way, and certainly abundant for husbandry management they are not (respiratory illness, very shy and elusive exhibit species).

I think JAZGA has been somewhat moving away from the decision making by municipalities' over animal collection / husbandry expertise within the zoo network lately. JAZGA only signalled last fall they were to introduce new guidelines for managing their species breeding programs, starting with gorillas, giraffe, zebra and few other species. It is no surprise, quite a few Japanese zoos have recently become Species 360/ZIMS members and I do think things are now moving faster than ever before.

POST SCRIPTUM: Not denying your expertise in JAZGA / Japanese zoos being one of our principal sources for that, for which I am ever so grateful. I just think it is more complex. I will PM you shortly, my dear friend.
 
I don't seem to be able to find my answer on why Lev/Lebu is being bred (despite having five kittens) or if there's an international studbook on manul cats

Idk. To my knowledge Yokohama Zoorasia is the only place in Japan with Rosy bee-eaters. But I wouldn’t be surprised if those bee eaters are from the private trade. This information is accessible in ZIMS to my knowledge.

I thought Zoorasia have Northern Carmine bee eater?
