Given Broad-winged Hawk does not winter in the US, other than a handful in Florida, it's almost certainly wrong without even seeing the picture...
Yep, knew someone would say that. I can upload the photo tonight, maybe Ferruginous hawk.
 
I thought they did. I guess Minnesota DNR is wrong then...

They're very rare. As Minnesota DWR states themselves. "This hawk is very rare in Minnesota, but it is seen occasionally along the western edge of the state."

Furthermore there is not a single Ebird report of Ferruginous Hawk in Minnesota between December through February...

Word of advice: from now on, if you're not sure of an ID and you have a photo you can get feedback on, just hold off on counting it until you've verified the ID. It doesn't take that long - most stuff in the gallery gets identified within hours.

If you're not sure of an ID and you don't have photos, then just let it go and don't count it. Missing a potential count is annoying, but it's not a big deal; it's just something that happens.

It's not wrong, but simply establishing "yes, it is around somewhere in the state at some point in the year" is not enough to arrive at the conclusion "yes, this is the bird I saw".

Highlighting this post: please start using eBird to see what's in your area before listing species that it shows aren't around hardly or at all. It's a very useful and easy tool to rule species out and see what is most abundant and therefore likely. The data is also comprehensive and precise enough that you can look at your exact local area, rather than dealing with the entire state as a whole.

You know it’s not going to be a good year of birding when people in the UK see parrots before you, sitting here and freezing in a supposedly tropical country...
I take back that oriole, as I didn’t get particularly good views, and the sun was quite confusing that day.
