It was clearly stated in your article.
"The first phase of the most recent proposal would include an expanded elephant exhibition, programs around California’s wildlife, the new visitor center and an entry building. An additional 300 parking spaces and a parking program are also in the proposal."

All it said about elephants, mate.

I think the zoo may be futureproofing in the event that ARAs lob their predictably ignorant attacks.

Considering just how much of the zoo is in need of an upgrade, I can't help but find it strange that expanding an already modern and understocked elephant complex is first on the docket. Hopefully this means a larger herd in the future.
It is my opinion that the zoo must try to cooperate with these Animal Rights Extremists lunatics for best the best possible public reaction, unfortunate as it is. As one of the first projects, the popularized idea that pursuing the best livelihoods of their elephants isn't a priority of zoo administration can be fogged. Most of us here would say that they already have stellar lives, but the voices of a small amount of people, ARE, becomes a lot louder with their megaphone, local news media outlets.

I'm inclined to agree with @wild boar that the elephant expansion likely to give the AR side less of a leg to stand on. LA has been heavily targeted over Billy but it looks like the elephants won't be leaving anytime soon. Good to see the council supporting the zoo.

So they are keeping Billy? What about a breeding cow or two?

Not much to go on at this point, but given they are currently aiming to significantly expand the elephant exhibit the zoo appears committed to them for the time being. What exactly the plans are for the long run seem to be anyone's guess, which isn't exactly surprising since elephants have been a sticking point due to unnecessary activism. For now it looks like we'll have to wait for further information down the line.

So they are keeping Billy? What about a breeding cow or two? We need fresh genetics and Billy has no offspring.
Yes they’ll almost certainly keep Billy, and as @Great Argus has stated they are committed to keeping elephants for the time being. However, I kinda doubt that LA will get new cows until Shaunzi (age fifty-three) and Tina (age fifty-nine) pass away, then they’ll most likely switch to a breeding herd.

Eh, honestly I would say the chances of either Asha or Achara being pregnant are about equal (hopefully both are!)

It’ll be very interesting to see who it eventually ends up being, if one is indeed pregnant.

Oklahoma City Zoo made a post about Achara earlier this week and they posted something rather interesting about her!

“Every elephant in a herd plays a unique and special role. Some elephants lead their herd while others watch over the calves, and some even have the joy of simply playing away their days. Here at the OKC Zoo, we have one particularly special elephant in our herd. At eight years old, Achara’s role in the herd is quickly changing, and she is excelling at every new step. In previous years, Achara’s role was to simply be a little kid, have fun, and play with her little sister Kairavi. However, once baby Rama was born, Achara quickly adapted to her new role as one of the herd’s babysitters, making room for Kairavi to take over as the “playmate big sister” to Rama. Achara watches over Rama as she naps in the yard and swims in the pool – always making sure Rama doesn’t go too deep. Achara offers Rama comfort when she is spooked by something new and can often be found cuddling with her in the early mornings. Watching over her youngest sister will serve Achara very well in the coming years as she gets ready to have a calf of her own. Achara has enjoyed getting to know our newest male, Bowie, and we are very hopeful to have Achara become pregnant in the near future. Watching Achara quickly and gracefully adapt to her new role in the herd has brought her caretakers endless joy and has us waiting on the edge of our seats to see her become a mother.”

So no nothing official still as of yet, but it definitely sounds like Oklahoma City Zoo intends on getting her pregnant as soon as possible. But considering it doesn’t sound like Archaras pregnant, I wonder if it means Asha is the elephant @Mr.Ivory that posted about that may be pregnant instead.

Acahara's only eight so still a little young to be pregnant; so I think she can be ruled out, especially after this statement by them.

Asha's most likely the 'pregnant' female; she did have Rama 19 months ago now, so she could very likely be pregnant again with another calf due early 2025.

Hopefully they will wait a bit for Achara! 8 year olds have been pregnant before and usually do fine but I think they have the support of the herd and such. But maturity helps also.

Not exactly news but thought it's worthy enough of being posted here - Phoebe and Frankie have been introduced to Sabu at Columbus Zoo! The three of them plus Rudy and Sunny are starting to go out on habitat together.

This is really nice because this obviously opens up the possibility of breeding between Phoebe and Sabu and if all goes well, Columbus could have 3 calves in 2025 (Rudy and Sunny have already been introduced to Sabu earlier this year). Also, this will allow Frankie to observe natural breeding and get to interact with an adult bull which is good for him as he grows into a young bull himself.

That has been my hope.

Sabu has not successfully bred a cow in nineteen years, and only twice in his life, so pregnancy chances are low, though with three cows available for him to breed, the odds of success are so much higher. Hopefully Columbus gets at least one baby elephant in 2025 so temporarily housing Sabu doesn’t turn into a rip-off.

Sabu thought I think can naturally breed. The problem before was he was with females that couldn’t breed at Cincinnati because they’re all post reproductive or they can’t have calves again. Something along those lines.

Yes, the cows at Cincinnati are post reproductive. I am sure he is still willing to mate if the opportunity presents its self. Radza was without a cow for decades before he arrived at Emmen and look how many calves he sired.

Cincinnati will have new cows that are reproductive from Dublin, Ireland soon.

Sabu is a proven breeder so I don’t think there should be an issue with him breeding at Columbus. The females he was previously with at Cincinnati were all post reproductive (and in the case of Jati, she just wasn’t able to conceive for some reason).

As mentioned, the plan is for him to breed with Columbus’s girls as he’s a very valuable unrepresented male; before sending him back to Cincinnati were he’ll be introduced to the two Dublin cows who they’re hoping he’ll breed with.

Edmonton Valley Zoo Update
Lucy at the Edmonton Valley Zoo has been taken off exhibit. She is currently suffering from severe breathing problems leading to hypoxemia and hypercapnia, a uterine tumour, and weight loss. Due to these ailments and the upcoming winter, I personally don't see her living much longer.
