There are animals that aren’t on the dangerous wild animal(DWA)list such as sloths and penguins so does that mean they can’t be owned by private individuals and can only be owned by zoos?

If an animals isn't listed on there, you don't need a DWA to own one. That said, actually finding one to own would be the biggest issue.

I'm pretty certain DWA keeps penguins, and they are known to be the only zoo with three-toed sloths.

DWA as in dangerous wild animals not the zoo
