Why are some zoos strict with their petting zoos?

I live in the San Francisco Bay Area, and the San Francisco Zoo is lenient when it comes to petting their goats at their petting zoo. By contrast the Oakland Zoo is so strict that they have volunteers making sure you only pet their goats with one finger only. The San Francisco Zoo does not have any policy about using only one finger. Why are some zoos strict with their petting zoos?

Id say it might boil down to past experiences with animal safety. I don't know much about either zoos history so it's probably wrong but maybe Oakland had a situation that warranted such measures?

One finger only?!
That sounds like a weird rule. Also how'd they enforce it?
I think its probable they want the people to gently pet the animal and not be rough with it, causing it harm.
