As far as location, exhibit design, potential additional species to beef up the zone (like the peafowl aviary near the lions, the small exhibits in Elephants of the Asian Forest, the terrariums in RotRA, etc.)
In such a theoretical scenario, I reckon the field expansion where the lions are now would be a good shout given just how much space there is there. It would definitely consist of multiple enclosures, lots of cool rock and water features, and would probably feature something like Arctic fox or maybe even pinnipeds. Given Chester’s track-record, if they went for something like this it could well be akin to Detroit’s Arctic Ring of Life it that had ever reached its full potential.If they did it would go on land that isn’t currently used

As for species that are currently off show, there is a lot, many of which are species the zoo has acquired for the development that wasn't on-show before hand.How long is development on Heart of Africa planned for and how many species are completely off display during development?
Planning for Chester is a bit overwhelming for me, if I'm honest. There is so much to see.
