Didn't Oakland wanted pandas? If I'm correct, Oakland was in progress of getting a pair, but the plans didn't get through, and so the space was used for baboons. And if so, I wouldn't use panda diplomacy as an excuse.
In fact Oakland Zoo spent nearly 10 years to negotiate with Chinese related administration to ask for a pair of of pandas. The item began in 2000 and stopped very suddenly in fall of 2009.
 
What sets Oakland apart is its leadership and the visionary approach they bring to their mission. Rather than spending lavishly on fleeting attractions like pandas, Oakland invested a comparable sum into the California Trail, doubling the zoo’s footprint and creating expansive, naturalistic habitats for species such as wolves and grizzlies. The zoo has made an undeniable impact by actively rehabilitating wildlife—having cared for 52 condors and 27 mountain lions to date—and playing a key role in reintroducing bison to Blackfeet tribal lands.

In stark contrast, the leadership at the San Francisco Zoo seems to lack both vision and the capability to modernize the institution. Their priorities don’t reflect a forward-thinking approach to animal welfare or conservation, leaving the zoo stagnant while others, like Oakland, set inspiring examples of progress.

TBH: Within the framework of building costs in the US ... that is actually just ...... peanuts!
I suppose they used refurbed the exhibit for another species (perhaps a bear species...)?

BTW: the giant panda deal for SF Zoo has been killed stone dead and pushing up daisies .... It is probably irrelevant speculating now over what never will be ...!

The exhibit has long housed Hamadryas Baboons, seen them myself many years ago now.

Not as dead as it should be, given they recently posted a panda curator position that has been making its way around the internet. :rolleyes:

Those are the death throws of the current director Tanya Petersson and her cohorte of vazals. They have so many unfinished business on their hands, plain incompetence at their work and squandering both public and private funding that ..., the end game is inevitable.

It just needs Californians and in particular the local SF residents and surrounding counties to come around to those communicating all the wrong around the zoo, reach out to the ex-fundors and ex-employees that know better and force out TP and her "(un-)leadership section.
