“Ley Mincho” (Mincho Law): End of Marine Mammal Captivity?

I apologize for posting this, I understand that I’m not really fit to be posting such news and others can elaborate this better than I can ever (feel free to delete this thread if unnecessary). This law looks to ban marine mammal captivity (including pinnipeds) (in Mexico/France?) and facilities have 18 months to follow. And this is government manipulated and letting animal rights activists to make decisions, this all sounds very concerning and horrible.

From what I have read the main issue dolphinariums will have with this are: law ban the breeding (except for conservation... I don't know if dolphinariums can use this as a way to keep breeding by putting focus on the research that can be done in captivity and apply for conservation), ban the public interactions (this can be a big problem as most of the dolphinariums in Mexico are build specifically for "swimming interactions" so it's gonna be hard for them to adapt to this without losing their main source of income) and push those parks with pools to be transfer into sea pen facilities (giving a period of 18months which is very unrealistic).
 
It looks like Mexico has quite a lot of dolphin facilities and many of them seem to rely on foreign tourism (especially USA). It's a similar situation to Spain and the Canarias for Western Europe.

Unlike in France which had only 2 dolphin facilities, this could potentially have significant consequences for tourism? Kind of a strange decision...
