Maybe I’m in the minority here but I actually think if they can get past the red tape SeaWorld could actually be open to accepting the pair. With the death of Kamea, SeaWorld is likely all the more aware of the slowly dwindling numbers of whales at SWT and SWF. This is a chance for them to get a little boost in numbers to delay the population decline and the associated issues, such as needing to combine the two populations.
