.......well then in that case ARAZPA or ZAA or whatever the h*ll it's called these days has too much power; too much clout , if it can prevent a licensed zoo from importing legally sourced animals just because said zoo is not a member of its association.

Fair dinkum, for a supposedly free country, the amount of regulation and restriction that the average Australian citizen (and organisation) has to live with is getting more and more onerous!

In the name of accuracy, I have to point out that the Zoo and Aquarium Association can not, in any way, prevent a licensed zoo from importing any animals into the country, regardless of their ZAA membership status. The decision to approve or deny an import permit is made by DEWHAA. ZAA doesn't get consulted, unless the zoo requesting the import permit is a ZAA member, and is attempting to import animal(s) in direct conflict with the region's documented collection plans (at the time of import).
