I had the same on this computer and it followed a recent major Microsoft update. There were few, if any problems on my laptop, work computer or phone, which all run non-Windows OS's and non-Explorer browsers. Looking through the logs, it appears something was requesting parts of the webpage to reload continuously over and over again, essentially locking the page or making the rest load very slowly. Setting spam filters, add blockers and cookie blockers in off mode removed the problem. I suspect (but could easily be wrong) that it was one of Googles add-related cookies that got caught in the Microsoft update. Whatever it was, the problem has disappeared entirely now, regardless of the computer settings. There haven't been any Microsoft updates for a few days, supporting the idea that it was a Google adds vs. Microsoft conflict, and google dealt with whatever caused the problem. Are anybody still experiencing the problem?
