They're not really being phased out, although lots of zoos are no longer keeping them for various reasons such as space or incompatible climate. I haven't visited them, but from what I've seen San Antonio and Buffalo need to stop keeping elephants. An amazing one that isn't on the list is Disney's Animal Kingdom.

You forgot Bronx which will get rid of them out after one dies
I did not include Bronx or Santa Barbra because they have announced to phase them out. and did not include Disney because even though that's a amazing exhibit its not a zoo but still great

Who said elephants were being phased out?

well lets see

Brookfield zoo
Lincoln park zoo
san Fransisco zoo
woodland park zoo
philidelphia zoo
henry vilas zoo
Nashville zoo
niabi zoo
Cameron park zoo
Alaska zoo
are just a few zoos upon 30 that phased out elephants

Weigh this against the number of zoos that have built new habitats or are building new habitats. Many of these zoos had no business keeping elephants in the first place (Niabi and Alaska). Nashville is in the process of updating their exhibit. Cameron Park still have elephants, and I've heard no plans for them to get rid of them.

AZA changed their elephant standards to say that at least 4 elephants have to be kept in a group to maintain proper social bonds, so a lot of zoos that have less than 4 elephants are sending them to other zoos (which may be what you mean by "phasing them out"). For example, that's why the 0.2 elephants from Virginia Zoo went to Zoo Miami, so now Zoo Miami has 0.4 African elephants. That doesn't mean that zoos in general, or even just in AZA, are phasing out elephants all together.

Actually this is false. The standards call for the following:

A minimum of 3 cows, or 2 bulls, or in mixed sex groups at least 3 animals (2 bulls/1 cow or 1 bull/2 cows)

why is Disney's Animal Kingdom not a zoo? What is it? I know you're going to say "it's a theme park!" but it is still a zoo.

it is IN a theme park but its not what I would call a zoo its enclousures are amazing and looks just like Africa though personally I think its higher quality then most zoos

I see your point and was wrong about Cameron park but I forgot Virginia zoo Detroit zoo sacrmento zoo loisiana zoo lee Richardson zoo Jackson zoo and lion country safari also retired their elephants. they cost so much money and cold climate is also a issue few zoos can acomidate them
