It could be rather good with a few trees,bushes etc is there any chance of either filling in the moat or perhaps putting water in it?

A yoiung male orang has already died from hypothermia after falling into the then partially waterfilled moat, so they won't be doing that again.

I would completely refurbish this enclosure to make it more attractive by;

1. Removing the hideous concrete pipes which have been there ever since it opened.
2. Deconstructing the climbing equipment and replacng with a similar but much taller system of poles, decent resting platforms high up and modern connecting ropes etc.
3. Adding some tough plants (during the winter to allow them to establish a bit)
4. Maybe filling the moat with a layer of sand.
5. Perhaps placing an awning or camouflage net over part of the enclosure.

It isn't much larger than say a 30 x 15 yards Childrens's play area incidentally- -nowhere near 'half an acre' in size.

I agree with all you have said a net could be a very good option as it seems it could be quite simple to add on to the structure and removing the moat would make the enclosure bigger as there will be more floor space to add climbing materials into etc,
The tall poles and ropes aswell with the tough plants would make it really good.
 
Although the enclosure is old, completely refitting it out and landscaping it with plants would all help to improve it no end.
