It doesn't really look like a pigeon to me.
My first thought was a waxbill or some sort of small passerine, however it's difficult to judge the size in this picture.

I should note that I originally included that thing about the pigeon because jayjds2 originally wrote 'It's a pigeon' or something like that and he has now edited that post. I should probably have quoted it...
If jayjds2 hadn't identified it as a pigeon I wouldn't have posted that at all because aside from correcting the obvious error of it being a pigeon, it's almost as useless as the ID of 'A bird'.
