Don't those stairs lead to the overhead bridge to the larger habitat exhibit? It goes over the visitors head so they see bears walking over the "village."

Nope, there is no overhead area, if I have time I'll make a map of the area. The stairs are really supposed to make it help with the look of a mining compound but do lead the holding areas. The other exhibit is located directly across from here. The tunnel for the grizzly and polar bears is below ground.

Transfer of bears can happen either underground or via the overhead passage.
Is it a particularly tight site that makes this sort of solution a requirement? All these stairs and ramps seem like an odd thing to find in a polar bear exhibit.
