I suppose so. Cleveland's total construction time for our elephant exhibit is from September 2008- June 2011, shorter than DC, which is March 2008- Summer 2011. Cleveland has much snowier winters than DC, and the exhibit planned in Cleveland is quite intricate, with lots of vegetation. I fail to see why DC's exhibit should not be done by Summer 2010. Remember too, Elephant Odyssey has zero vegetation. Not really any horticulture involved so it would make sense for it to have a shorter construction time line.
Interesting to see photos of the exhibit from before. I am trying to think what is in the place of the pathway on the right hand side. I think it's just the side exhibit attached to the main one.
