The only similarities I can see is they both contain Asian Elephants and are both made of reinforced concrete?

Attached should be a couple pics of the inside water source (the waterfall may not be up to the high standards that some users on here would want to see... )

The Chester enclosure reminds me more of Rotterdam if anything else.

I'm guessing the area in the background (behind the main cow area) is for bulls?
