It seems like quite a bare enclosure either way. I wouldn't have a problem it being adapted and used for mixed exhibit (e.g. meerkats with aardvarks/porcupines).
My biggest issue with enclosures for meerkats (& similar small popular mammals) is that they tend to miss out on most educational opportunities. A large sign by every meerkat enclosure could easily address an interesting topic like social structure, communication, or mutualism - yet there's rarely anything more than a small label about.

Meerkats are as much desert species as bat-eared foxes, they share exactly the same habitat in Southern Africa, which I would say is more semi-desert, allthough they both also occur in more Savannah like habitats.
