So, is it open to the general public, or does one need to make special arrangements? Do the new owners have anything to do with the previous owners? And are the *previous* owners still importing with a new base somewhere? Questions, questions, questions!

I don't think the new owners are anything to do with the old ones.
From what I can make out, the company that arranged the import of the echidnas are essentially brokers and still very much active. They are currently based just west of Prague and used the terrarium as an import facility. I don't think the previous owners of the terrarium were directly responsible for the import themselves.
When I was there last month there was a hand-reared puma cub running about the place. I believe this has since been moved on. Images on the internet show lion cubs there too. One of the staff mentioned that the owner had another location nearby where he also kept animals.
