There are bald eagle aviaries at the Woodland Park Zoo, Cleveland Zoo, Oregon Zoo, Northwest Trek Wildlife Park, etc, with all of those exhibits having absolutely nothing between the visitors and birds.
When l first looked at these exhibits l thought the same.
On closer inspection the barriers are a series of sticks poking out into the enclosure. I think that this provides no area for the birds to land and they would have to fly in-between to get access to the public.
Really? l always assumed given the USA reputation for litigation any risk or recorded injury on a zoos ground would be dealt with immediately or risk their public liability insurance coverage.
