I don't think it's fair to say no money has been spent on the facility! As I understand it the entire complex was built from scratch on this new site. It is very utilitarian -- not exactly to my liking, I would like to see a lot more greenery, even just around the walls -- but it probably cost a fair bit and it fairly obviously does the job well.
The other thing to bear in mind is that the owner was not even given the keys to the site until December 2013 from what I recall; so a lot of work has gone into ensuring the place could open on time - and a lot more work will doubtless follow both in expansion and making the environment (the walls, interior decoration etc) look a little less like what they are; converted farm buildings.
