Are Any African Civets In zoos in California? Also do any zoos keep Pelicans?
No on the civets, closest place is R Lazy J Ranch on the AZ/NM border. They're really difficult to see in captivity in general, they're pretty nocturnal.

Are there any blue pigeons in the US? (either Comoros, Seychelles, or Madagascan), Long-Beaked Echidnas, Tiger Snakes(Notechis sp.) or Golden Monitors?
A follow up, I forgot to ask if Uta Hick’s Bearded Saki are anywhere in captivity. Are there any Arabian Desert/Sand/Mountain Gazelles in North America?
Maybe some in Brazil, but definitely not outside of it.A follow up, I forgot to ask if Uta Hick’s Bearded Saki are anywhere in captivity.
San Diego had a tiger snake as late as the 90’sAre there any blue pigeons in the US? (either Comoros, Seychelles, or Madagascan), Long-Beaked Echidnas, Tiger Snakes(Notechis sp.) or Golden Monitors?
Amur are by far the most common and only purebreds in the states -- All of North America for that matter. No Indian or Javan leopards here, but a handful of collections in Europe have Javan. Are Leopard subspecies, outside of the African, housed anywhere in the U.S.? I.e. Amur, Indian, Javan etc.
There are no African Leopards in the US. Most Leopards in the US are just a generic mix of subspecies. Pure Amur are fairly common, and there might still be some Persians around as well. Are Leopard subspecies, outside of the African, housed anywhere in the U.S.? I.e. Amur, Indian, Javan etc.

Sadly there are no longer any Uta Hick's bearded saki monkeys in Europe but I have seen the species in both the Jardin des Plantes Menagerie and Mulhouse Zoo. It has also been housed in Cologne Zoo and was given the specific name in honour of Uta Hick, the curator responsible for Cologne Zoo's impressive collection of uakari monkeys and saki monkeys.Maybe some in Brjazil, but definitely not outside of it.
Tiger Snakes(Notechis sp.)
Do any zoos outside if South America keep Orinoco Goose, Brazilian Merganser, or São Paulo Tyrannulets?
I believe there are only Amur leopards in the AZA at present. Persian leopards are still extant but I don't believe they are held for public display anymore and instead are at sanctuaries; their most recent holder was the Exotic Feline Breeding Compound in California. I know Lincoln Park was one of the few public holders twenty years ago.Are Leopard subspecies, outside of the African, housed anywhere in the U.S.? I.e. Amur, Indian, Javan etc.
I believe the last zoo in AZA to have African leopards would have been Columbus, which had the cubs of the pair of Africans at BaltimoreI believe there are only Amur leopards in the AZA at present. The only purebred African leopards in the United States recently were held at the Maryland Zoo in the nineties; there are some zoos that still hold hybrid leopards which are often signed as African, and some zoos that hold Amur leopard use them as ambassadors for the more famous African leopard, since the Amur subspecies is more endangered.
Fort Worth Zoo just got two pure African Leopards, one is a melanistic though. They responded to a comment I posted on their facebook confirming they pure African Leopards.I believe the last zoo in AZA to have African leopards would have been Columbus, which had the cubs of the pair of Africans at Baltimore
Even before the formation of the Amur leopard SSP, Asian leopards )m(of other subspecies) were more commonly kept than Africans
