I think Australia Zoo has always been as much a theme park as a zoo. I'm not entirely convinced they want to be anything but that.
I feel that things were on track to expand in three stages under Steve's watch they also had stated on their website a few years ago that they wanted to build the worlds largest Gorillas exhibit (now removed) which I believe would of happened if Steve were around but since he had passed away they are still stuck in stage one!
