AZA Tag no program

This might be a dumb question, but if there is no program on an AZA Tag does that mean that animal is essentially phased out, or there are no specific breeding goals? For example, I saw that with wild boar. I know the Minnesota Zoo has (or at least had) wild boar at one time, are they not being bred?
 
Minnesota Zoo had nine at one point. They are now down to one. When Russia's Grizzly Coast opened, the zoo had acquired a pair who recently had seven piglets. Two or three were sent out, to where I don't know, and the species was never bred in Minnesota. I know this doesn't really answer your primary question but I thought I could answer your second one.
