In response to my comments from 5 years ago, I have seen the exhibit at Maryland Zoo and it is definitely the best. Lots of different viewing areas give otters a real star treatment.
Woodland Park has a nice one with Bamboo Forest Reserve too, its definitely not the best, but you walk away thinking that it was a nice exhibit. The viewing of the otters is superb, especially with 12 otters running around in it.
I'll be seeing the LAZ exhibit in January, I think it'll be one of the best Giant Otter exhibits. Philadelphia and Jacksonville seem rather small and they're almost entirely made of shotcrete. Jacksonville's aviary is really nice, but the otter exhibit right on the path makes it seem like a giant jewel box. Miami is probably the best.
I know this is freshwater but Minnesota has a really beautiful sea otter exhibit. The pool is fantastic and the viewing area is too-notch. I think they will get a new Asian small-clawed exhibit with their master plan, but that phase might not be for some time.
