I may be wrong, but if Port Lympne still have Anoa, they haven't been in that enclosure for several years.

Actually, Now that you mention it I don’t recall seeing Anoa on my last visit. It could now house warty pig which are near the monkey walk.

Appears not. Its reported in 'Kent Online' on 2nd July, that six bears are now at Port Lympne, 3 named adults(1.2) + 3 cubs approx one year old. They came from a defunct zoo/amusement park in Andorra. It is not stated whether they are of Spanish origin but the description of 'European' makes it seem likely they aren't. Afaik the parks themselves seem not to have made any announcement so far about this.

Alternatively, they aren't viewing the Spanish population as distinct from other European Brown Bears - which I suspect is indeed the case, as I'm given to understand the animals in question *are* from the area.

Another possibility certainly. We need a few decent photos of them (the ones in the paper aren't terribly good). Perhaps possible to tell from size and general appearance. I guess PL won't be trying to breed from them though.
 
I voted for Chester. The enclosure featured in the original post IMO wasn’t particularly convincing, but after I saw the next two pictures of Chester it was Chester all the way for me! Port Lympe does seem excellent though.
