Best UK Penguin enclosure?

An interesting topic on the subject of Penguins is mixed species exhibits.I am aware of Whipsnade Northern Rockhopper, Bristol and Edinburgh.Are there any others?
 
Well I'm sure I've seen juvenile penguins at Whipsnade in the last 2 years, I could be wrong though!

Great to hear.I think Whipsnade is incredibly underrated when it comes to conservation.All the credit for ZSL’s breeding programmes and in-situ projects goes to London Zoo, but Whipsnade is great.
 
Correct me if I am wrong, but I believe Africans are housed at Banham,Bristol,Paradise Wildlife Park,Whipsnade,Bird World,Combe Martin,Amazon World and Living Coasts.

I'm not so sure about that, Whipsnade has bred Indian Rhino, Asian Elephant, Pygmy Hippo, Scimtar Horned Oryx, African Penguin, Grevys Zebra, Amur Tiger, Wolverine and plenty more in the last few years!

Living Coasts mixes African and Macaroni penguins, Inca terns, Spectacled eider and Bank cormorants. The mix also included King eider but they have recently been moved elsewhere in the collection.

Lotherton Hall also has Inca terns with their Humboldt penguins.

Banham house their penguins in an aviary with a couple of waterfowl or wader species (unsure of which species).
 
Woodside Wildlife Park also have Inca Terns with their Penguins.
 
Healthcare is husbandry and the ability to keep out avian flu while providing a natural enclosure.

Do you mean avian flu? It is avian malaria which decimates Penguin colonies. This is carried by mosquitoes and is endemic in wild birds in the UK, with a massive rise in infection rates in recent (warmer) years. Presumably the only way to control ('keep out') avian malaria is to keep the birds indoors in controlled environments - and none of you seem to be voting for those....

Well, I would vote, but as I personally haven't been to any of these collections, I'll make a silent vote, but I won't put it here because I haven't seen any of these, so I have no knowledge on the UK.

How about providing anti-malaria medication? I know that Dutch penguins (both African and Humboldt's) can be provided with these simply by putting the medication in their fish.

Good news (in Holland then, at least) - if it really is 'simply' that easy, then those major losses at Longleat and others should not have happened, and are a serious indictment on their management
