Super interesting topic! I definitely have to pay some more attention to botanical gardens.
In the Netherlands the Utrecht Botanical gardens have a tropical house with crested partridge, some free roaming tropical frogs and fish. They also have some terraria with anoles, geckos and frogs.
Hortus Leiden botanical gardens has some tanks with fish, with a nice one with fish from New Guinea.
Hortus Amsterdam might have something as well, but I don't visit for quite a long time, so I can't remember.
All of them have, of course, a butterfly house. Leiden even has a sign saying that their focus are not the butterflies but the plants in that room, "we are not a zoo" it says.
