Exactly what I thought. From what I've heard/seen of this zoo it is not exactly a great zoo and it seems they are still not putting focus on the animals with the plans for the new zoo. But at the same time that could just be what they talk about first in order to catch readers attention.
Tiger, Hadiah, was found dead Apr 14th. Her death is the 4th in the last month. The deaths are being investigated by the government and the AZA.

How is the relocation financially viable for the zoo and State and how will they get to fund it as opposed to renovating and improving and expanding the current one?

Here is an article about bids to redesign the existing zoo; selected text from the article states "Just two firms submitted proposals to overhaul the nearly 50-year-old zoo at its existing location: PGAV Destinations, a St. Louis, Missouri, firm that specializes in zoos and aquariums, theme parks, museums and resorts; and, Torre Design Consortium, a nearly 40-year-old design firm in New Orleans that also has extensive experience with zoos and aquariums, including the Audubon Zoo."
