When you say "Philippine Deer" you are referring to the Visayan Spotted Deer (R. alfredi), right? I know the Visayan Spotted Deer is relatively common in Europe (though unheard of in the U.S.) but I've not heard of any zoos outside of the Philippines having Philippine Deer (R. marianna). How's the Calamian Deer (H. calamianensis) population in the U.S.? I believe only two or three U.S. zoos carry them.
Do you know how come Visayan Spotted Deer are found so often in European zoos but are absent in the U.S. while the Negros Warty Pig (S. c. negrinus) is found relatively commonly in both places?
