Edinburgh Zoo Change of venue

From the article, "Chair of the executive board, Donald Emslie, said he did not believe the recent internal issues had affected the deal to loan the pandas. He said the Chinese Government had shown "no concern" and that negotiations were ongoing. He added, however, that if the zoo did not get the pandas, annual visitor numbers could drop from last year's 570,000 to 300,000 or 400,000."

That's just scare-mongering to push an agenda. Has any comparably sized & visited zoo ever suffered a 30% (let alone a 47%) drop in vistor numbers over a year?
