1987 was the proper start to the end, but not a formal ending in any way (it is the year of Reagan's famous "Mr. Gorbachev, tear down this wall" speech about the Berlin Wall).

The Cold War ended in 1991 but the formal end (at a meeting between Bush and Yeltsin) was agreed in February 1992.
