Pakistan claims to be a poor nation, but can still afford nuclear weapons.
Quite a few nations rich and poor have their priorities wrong vis a vis nuclear weapons and energy versus pressing needs in a wide range of fields (education, science, innovation, health care, sustainable development. Hence, Pakistan is not the only "leading light"!
No denying abject oversight by both the local administration as well as senior zoo management!
