I think with a lot of the species mentioned by jusko88, its not really a case of inept husbandry, but rather where to source for the animals. There aren't large enough captive populations for the animals to be exported freely (eg. dugongs, tarsiers, platypus), and the only other alternative is to get the animals from the wild, which in many cases would contravene CITES. Often times zoos obtain rare species from illegal sources (confiscation from smugglers) or as rescued animals.
 
Regarding Tarsiers, a Prosimian TAG rep had told me recently that there were efforts to bring Tarsier back into the U.S. via importation. The individual did not specify which species. And Cleveland exhibited Tarsier up until the early 2000's in the Rainforest Building
 
That's interesting to hear.
Cleveland's last tarsier was a Horsfield's Tarsier, (Tarsius bancanus), and it died in 2006. It was the last tarsier in a western zoo.
 
what are the chances that the san diego safari park has saigas behind the scenes and nobody knows????

I can only speak for a couple species on this list...

Pygmy Sloth - Somewhat of a possibility, highly unlikely.
Kipunji - Most defiantly no. It would not be smart to import any.
Medditerranean Monk seal - I believe they are protected, so also a no.
angwantibo - I don't think there is much interest in this species, have not seen them even listed in sourcing import lists.
Clougo - No, would die very quickly.
silky anteater - There are a couple that will come in from time to time in the trade, they sadly don't make it for long.
Iberian lynx- Defiant no, they are protected.
margay - There is a possibility they could make it back. It would take a lot of time and money. Right now sourcing ocelots and jaguarundi are the AZA's main concern, if even what the TAG says is true.
Brown Hyena- this is the most probable animal to make it in zoos.
kouprey - I'm almsot certain they're extinct.
Saiga - Not for sure, but like others I highly doubt it.
Vaquita - this is for sure a no, it would not be smart to move them from there area right now and further endanger them.
leatherback sea turtle - I'm not to up to date with my sea turtles, but most likely a no.
