The zoo specifically is not the coordinator, it's actually just one of the keepers. Cases where the coordinator doesn't actually hold the species itself are actually not that rare. However you would usually expect that facility to have the species given the coordinator will more often than not, be able to provide animals.
I actually doubt it. Since the dholes were moved into their enclosure, I feel it's less likely that the species would come back than if the dholes had stayed put.
