Elephant reserve in Tehama County

The people behind it are serious in their intent and presumably have the resources to pull off the project. The Oakland Zoo has a long history with African elephants and a reputation for progressive management of them.

If the local authorities in Tehama County are favorable then this project could realistically happen, at least at small initial scale. There are a lot of steps before it becomes real though.
