Köln seems to lack anything truly astonishing or out-of-the-ordinary other than maybe the lungfish tank and the elephant complex

I would tend to argue that nowhere near enough attention has been paid to the excellent reptile and amphibian collection at Cologne, a decent quantity of which falls within the purview of this category, and that perhaps some people are mentally dismissing it as "merely" a stampbook collection. It is worth noting, for instance, that the zoo holds perhaps the largest collection of island-endemic monitor lizard species in Europe (with regular breeding for several of these) and that the zoo holds the studbook for the Philippine Crocodile and (again) breeds the species on a regular basis.

On the note of conservation, incidentally, the zoo also holds the studbook for Bali Myna and Purple-Naped Lory as far as category-relevant species are concerned, and is involved in the following ex-situ conservation programmes:

If the only 4-1 vote changes to 3-2 this would be a draw, fair result I would suggest

Certainly I think that would be a much fairer result than for the 4:1 vote to stand (especially given how vocal the other side was against the 4:1 votes for Cologne) although @Kalaw has only 90 minutes to change his mind :p as far as I can tell, Burgers will be progressing through to the next round no matter whether it wins, loses or draws.

Percentages for four other competitors in the league are shaping up very interestingly, however!

A hard-fought and well-argued match; exactly what I hoped for when I revived the Cup :)

Cologne - 64/130 points - 49.231%
Burgers - 66/130 points - 50.769%

Time will tell if the actions of a single Dutch voter prove as significant to the overall Cup as I suspect they might..... ;)
 
To be fair, whilst I have been to both zoos, it has been a long time ago, so I needed a refresher on which species counted. I just remember that, for those species, Burgers was slightly more impressive.
