Do you mean the manual from 2001 or is there a more recent one? I'm still skeptical about it. It seems to me that they use hand-rearing as a way to neglect the problem of badly-designed cages, at the cost of natural behaviors essential if you'd ever want to reintroduce such birds.
 
Yes, it's from 2001. I agree that normally animals shouldn't be hand-reared unless they are not being properly cared for by their parents. However, young toucans are more susceptible to problems so I think it's best if they are monitored carefully. I understand if a zoo does not want to hand raise toucans but if I were managing the zoo, I would air on the side of caution.
