I visited Frejus zoo a couple of years ago.. It was most disappointing. The enclosures were small, with the majority of hoofstock enclosed by deer/fencing with no stand-off public fencing. The elephant paddocks and hippo enclosures were tiny and the apart from the siamang and lar gibbons, the other primates were kept in small cages. All the moats around the enclosures were green with algae.
Also there was a big cat demonstration in which the owner interacted with lions/tigers in a small cage with a grandstand for the public to sit and watch - I didn't stay for this..
There appeared to be very little money at this zoo.. I am used to large green, lucious paddocks at home but I guess the Meditteranean climate wasnt able to accomodate the like - instead the paddocks were sandy, with burnt grass and few shrubs.
However, the collection was rather nice - lots of hoofstock (watussi, oryx, zebra, impala, wildebeest etc), hyena, panthers, lynx, hippo, elephant, siamang, brown lemurs, fennec fox etc.. There was also a separate drive through part. The bird collection was solid with toco toucan, vultures...
Work was starting on a new area which was to exhibit sealions tapirs and more birds.
To conclude, many of the enclosures were inadequate, the signage and fencing was poor. Overall, the place looked dilapidated. However, with a lot of investment and new management, this zoo could suceed due to high numbers of tourists flocking to this area of south France and a good collection
