If there has been a "deadly drug ban" then why is it still being used in some cases? This article is a bit contradictory.
Because ( some ) people do illegal things 
!
!It was banned to be used on lifestock, but is still being used as a drug for humans. This is also the case in Europe, although now Spain and Italy allowed its use for lifestock which is a very bad step.
