Guess the zoo

OK the zoo I'm looking for was the idea of the prime minister of the country. He came with the idea when he was 3 years prime minister and started to house animals in his back yard. 3 years later another prime minister took over his job but he continued with his 'zoo-idea' and again 3 years later the zoo opened. Which is the zoo I'm looking for ?

Cecil Rhodes, Prime Minister of the Cape Colony, had his own private zoo at Cape Town which subsequently opened to the public.
 
@ Tim May: no it's not the Grote Schuur Zoo of Cape Town, in fact the zoo I'm looking for is still open to the public and doing quite well.
 
is it the Kathmandu Zoo? I seem to remember me posting a similar sort of thing on a photo in that gallery.
 
Seems to be again a difficult one :( !
Summerize the clues and will give a new one, hoping somebody will guess the zoo :
- idea of the prime minister
- still open to the public
- mainly neotropical species
- not in Europe, not in North America
New clue : its found in the capital city of the country......
 
Realy didn't think it was this difficult !
Think I must give another - and I hope my last - clue:
the zoo I'm looking for is in South America....
 
Buenos Aires Zoo? I thought this previously but decided not to guess it for whatever reason...
